No you can't because for MCA in JNU you need to have maths at 10+2 level.

It's next to impossible to change college after admission has been taken. Better reconcile thus and start seeing things only in a positive way!

I don't think you can change the branch, it was there in the past to change the branch if we get some (around 90 percent). The rule has been changed, I think.
