Union Budget 2022: Engineering colleges call for more funding, GST Cut
As Union Finance Minister Nirmala Sitharaman is scheduled to present the Union Budget for the financial year 2022-23 on February 1, engineering colleges demand GST cut, funding for research and development for benefit of students and faculty.
After facing a rather dismal year in 2020 following the outbreak of the COVID-19 pandemic, engineering colleges saw a positive momentum build-up in 2021 as the year ended up being one of the most successful ever in terms of placements. Shiksha.com spoke to engineering colleges to know their expectations from the upcoming Budget. Let’s read what engineering experts have to say about the upcoming Budget.
- BUDGET 2022: IIT Roorkee Director says will be delighted if Budget encourages industries

BUDGET 2022: IIT Roorkee Director says will be delighted if Budget encourages industries
IIT Roorkee Director Ajit Kumar Chaturvedi said, “We would be delighted if the Budget encourages the industries i.e. the corporate world to (a) Fund research in engineering institutions and (b) Fund development of research infrastructure in engineering institutions.”
As per the placement data and student reviews from various sources, the most popular NIT Surathkal BTech courses are Computer Science and IT. For admissions to these programmes you need to meet the eligibility and clear accepted entrance.
By paying a total tuition fee amount of INR 8 lakh, students have the opportunity to score salary packages up to INR 27.94 LPA (the highest salary package during 2023 placements). Further, the average and median package offered during IIT Roorkee placement process of 2023 stood at INR 18.34 LPA and INR 18.09 LPA. In terms of ROI, the deal looks decent. In addition to this, the college ranks under the top 10 best institutes in the country for Engineering by NIRF 2022. Hence, BTech from IIT Roorkee is a good idea.
He said, “The industries will benefit from such investments because if the funding is carefully planned, the ultimate beneficiary from both (a) and (b) will be industry itself. Industries will get better trained students for hiring and they can also get their research-related requirements met from the engineering institutions in India rather than doing it in-house or sourcing it from abroad.”
BUDGET 2022: GTU VC says Centre should provide scholarships to more foreign students
Gujarat Technological University Vice-Chancellor Navin Sheth said, “Now, India is gradually transforming from a developing to a developed country, so lots of technological infrastructure, strengthening research and innovation are necessary.
He said, “The Central Government should provide funds to all government universities to develop advanced lab facilities in the area of engineering and technology for the benefit of students and to carry out research projects and for infrastructure development. There should be separate provision of allocation of funds to develop the Centre of Excellence (CoE) at state universities.”
The 2023 placement drive concluded with 93% BTech and 83.05% M.Tech students placed. For MCA, MBA, and MSc courses, the placement rate stood at 94.44%, 72.09%, and 54.90%, respectively. The overall placement rate achieved was 87.22%. The overall NIT Surathkal the highest package stood at INR 54.75 LPA and was offered to BTech students. Further, the average package offered to BTech and MTech students during NIT Surathkal placements 2023 was INR 18.26 LPA and INR 12.64 LPA, respectively. The average package for MBA and MCA courses stood at INR 7.93 LPA and INR 16.76 LPA, respectively.

He went on to add that the Centre should provide scholarships to more number of international students so that they can pursue their full-time programmes at government Indian universities. It should also provide sponsorship to professors of state universities for the joint research projects with foreign countries.
Also, there is an urgent need to revisit the Goods and Services Tax (GST) percentage. Currently, it is 18 per cent on educational services. There should be zero tax benefit (tax holidays) given to startups to promote entrepreneurship among youth, he added.
BUDGET 2022: Encourage funding from National Research Foundation, says NITK Director
NIT Karnataka Director Prof Karanam Umamaheshwar Rao said, “We get funding from the ministry under various operating heads. The most crucial one is about infrastructure and research facilities in the institutions. As of now, there has been a little conservative allocation for the institutions to develop the infrastructure. If the government through the National Research Foundation earmarks some of the top-ranked institutions and give them opportunities to take funding from such facilities to develop basic research infrastructure. This would really help in projecting the institutions in national ranking.”
He said, “At NIT Karnataka, I have taken INR 80 crore from the Higher Education Financing Agency (HEFA) for research activities and the dividends are immeasurable. HEFA provides financial assistance for creation of educational infrastructure and research and development in India’s premier educational institutions. The quality of research and publications improve if you have a state-of-the art equipment in research facility. So, we need a handholding support in this Budget to develop our research facilities.”
