Some of the key reforms in Draft UGC Regulations include Flexibility in Qualifications, Inclusivity, and Transparent Recruitment and Promotions

The University Grants Commission (UGC) has announced an extension for submitting feedback on the Draft UGC Regulations 2025. Initially released on January 6, 2025, the draft titled "UGC (Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education) Regulations, 2025" had a feedback deadline of February 5, 2025.

The UGC Notice states that, in response to requests from stakeholders, the UGC has now extended this deadline to February 28, 2025. Feedback can be submitted via email to draft-regulations@ugc.gov.in.

The draft regulations aim to introduce significant reforms in higher education, focusing on enhancing flexibility, inclusivity, and academic standards. Key proposals include:

Flexibility in Teaching Qualifications: Candidates who have qualified for the National Eligibility Test (NET), State Eligibility Test (SET), or State-Level Eligibility Test (SLET) can pursue teaching careers in subjects different from their previous degrees, with a focus on Ph.D. specialization.

Promotion of Indian Languages: Encouragement for the use of Indian languages in academic publications and degree programs.

Holistic Evaluation: A move away from score-based short-listing towards a broader assessment of qualifications, including "Notable Contributions."

Diverse Recruitment Pathways: Creation of dedicated recruitment channels for experts in arts, sports, and traditional disciplines.

Inclusivity: Provision of opportunities for accomplished sportspersons, including those with disabilities, to enter the teaching profession.

Enhanced Governance: Revised selection processes for Vice-Chancellors with expanded eligibility criteria and increased transparency.

Simplified Promotion Process: Streamlined criteria for promotions, emphasizing teaching, research output, and academic contributions.

Focus on Professional Development: Encouragement of continuous learning and skill enhancement for teachers through faculty development programs.

Enhanced Transparency and Accountability: Promotion of transparent processes for recruitment, promotion, and addressing grievances.

As per the regulations, these proposed reforms are designed to infuse innovation, inclusivity, flexibility, and dynamism into every aspect of higher education, empowering teachers and academic staff while strengthening academic standards. The UGC invites all stakeholders to review the draft regulations and provide their valuable feedback by the extended deadline.
