UGC Invites Feedback on Draft Guidelines for Implementation of the Reservation Policy in HEIs

The University Grants Commission (UGC) has invited suggestions, comments and feedback from the stakeholders on the draft "Guidelines for Implementation of the Reservation Policy of the Government of India in Higher Education Institutes (HEIs)." As per UGC draft, these guidelines apply to all Central Universities, Deemed-to-be-Universities, and other autonomous bodies or institutions under the governance of the Government of India. Additionally, they encompass entities receiving grants from the University Grants Commission (UGC), the Government of India, or the Consolidated Fund of India. 

Draft Guidelines for Implementation of the Reservation Policy in HEIs 

As per the draft chapter IV (Quantum of Reservation), states that, "There shall be a reservation of 15% for the members of the Scheduled Castes, 7.5% for the members of the Scheduled Tribes and 27% for the members of the Other Backward Classes in the matter of appointment by direct recruitment to the posts of Assistant Professor, Associate Professor and Professors. (Ref. Department of Higher Education, Ministry of Human Resources Department, Govt. of India notification dated 7th March 2019.) The persons belonging to Economically Weaker Sections who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation indirect recruitment in civil posts and services in the Government of India, as per the DoPT Office Memorandum No. 36039/1/2019-Estt (Res) dated 31st January 2019." 

It further states, a 15% reservation will be allocated for Scheduled Castes and a 7.5% reservation for Scheduled Tribes in instances where reservation is applicable for promotions. Nonetheless, promotion-based reservations won't be granted if the direct recruitment component in a grade surpasses 75%. 

Reservation in Admissions

It has also been mentioned in the draft guidelines that in adherence to the Central Educational Institutions (Reservations in Admission) Amendment Act 2012, if SC/ST/OBC/EWS seats remain vacant due to a lack of suitable candidates, universities can make up to three attempts in an academic year to fill them. Yet, any unfilled seats will not be carried over to the next year as backlog.
