According to me B.Com in English medium is more versatile and can get you a job easily you can do Masters too easily. As you have completed your 12th from gujrati medium it will be a little difficult for you to adjust to English medium but it will be worth your efforts.

Delhi University have closed its admissions but still some private universities are there which have their admissions open till now. You can check accordingly and apply. All the admissions are online now-a-days but if you want to visit the college then you can and apply offline too.

Different colleges have different procedures some consider 12th marks for admissions and some conducts entrance exam. Yes ofcourse you can get a job but salary will be less. If you want a good salary opt for Masters after doing B.Com.

Railway opens recruitments for different posts which have different eligibility. Some require college degree too. So you can apply accordingly by checking their eligibility criteria.

No, you can't. You cannot do both things from the same University. You have to do one thing from open learning and another from the regular college according to your preference.

It is not possible to start from your 2nd year in any college unless the college accepts migration. You can contact the college and ask them the same.
