Both the degrees expose you to different curriculum and open up multiple career avenues to you. Both of the degrees have their own different and independent course and curriculum. B.Com or Bachelor Of Commerce is an undergraduate degree in the field of commerce. The course is basically designed for students who are good with numbers. No, it is not tough for a Science passed student. 

CA course is equally tough for everyone. You do not need any prior knowledge of any concepts of commerce so it does not matter whether your stream in 12th was Arts or Science or Commerce.

No, there is not a single college in India that provides CA course. CA is not a graduation course like B.Com and it cannot be done through a college. You have to register in the Institute of Chartered Accountants of India to get admission. It is a distance learning course.
