I am afraid, the eligibility for admission into M.Com stream is limited to the students who have completed their graduation in B.Com or BBA or equivalent streams of education, and engineering graduates are apparently not eligible to appear for M.Com. I think you need to think it over and then decide to do something different than m com. Here I would like to advise you to download the application form cum brochure of IGNOU the Distance Education University and go through its eligibility criteria for each of the course. I am sure as an engineer, you will find many courses for which you are eligible and maybe you are interes

You cannot do two degrees at a same time as per UGC rules, yes you can prepare for UPSC as for UPSC a degree is required, so it would be better you choose one degree.
