As B.Com itself is a 3 year course, you will of course be doing it in 3 year. If you don't fail.

Delhi University is surely best and being a student from HRC, I will suggest it is a good college and I don't have much information about studies at St. Xaviers College. There are other plenty better fields out there in which you can do your graduation and make a beautiful career.
