Bachelor of Education (B.Ed.): Eligibility: Candidates should have undergone 10+2+3 (15) or 11+1+3 (15) pattern of study conducted by State Board or CBSE or any other recognized Board of Education. Candidates who have passed 10 and 10+2 standards are also eligible to apply under Open University system.

Here is the academic qualifications requirements for NEET :
Not just the 12th standard qualifiers but the candidates who have different qualifying degrees may also appear in the exam. As listed in the official pdf, there will be several codes to present the NEET Eligibility Marks 2018 for various qualifications.

No, B.Com is a complete commerce degree program and does not include any computer course or subject as a part of its curriculum.
