And, for general category it is 91%, OBC-82%, ST -78%, SC-68% on wards till yet.

If I am not wrong, you are talking about PCACS-Navi Mumbai. Your class 12th percentage is too low. But, I'm not sure that you can get admission there or not. So, follow the instructions for admission requirements provided by PCACS in its official website 2018 through this link:-

Usually the cutt off is above 90% and your % would be too low to GET the admission in st. Xavier college Mumbai soo sry unfortunately ur chances in dat clg would be low .btw uhh also try in some another clgs tooo .sooo don't waste ur tym more also refer some other clg .as per my opinion uhh uhh should continue ur study in delhi bcoz here uh find some reputed clg as well .

Here is the eligibility criterion for B.Com Hons in Techno India University:
Candidate must have passed 10+2 with any stream (Commerce / Science / Arts) from recognized board.
Candidates who have appearing / appeared in class 10+2 can also apply.
