Here are the eligibility criteria to pursue CFA:
1) To have a Bachelor's (or equivalent) degree, or be in the final year of your Bachelor's degree programme at the time of registration, or have four years of professional work experience (does not have to be investment related), or have a combination of professional work and college experience that totals at least four years. Part-time positions do not qualify, and the four-year total must be accrued prior to enrollment.
2) Have a valid international travel passport (required for enrollment and exam registration).

You cannot apply to German university after 12th, they need 13 years education plus the gap makes it difficult. You can enroll into a Bachelor's degree in India and finish the first year. See other countries other than Europe less competitive than Germany.

First thing you are from a commerce background so you cannot pursue computer Science as a main course. You can study finance, business, accounts, etc. These areas have good scope everywhere. Know your own interests first. Your grades are very good, you should try to apply.
Education loans and scholarships are available. However, see that it's a good university abroad. Take help of some consultancy to guide or help you out. If current situation is difficult you can plan to study your Masters abroad.

Both B.Com and B.Sc graduates can apply for Bank PO. Now, it totally depends on your interest what you really want to pursue. Both the courses are equally good and open many career choices.

Yes, you do have the chance. A very strong SOP and recommendation letters will be required. You must also take the IELTS or the TOEFL, extracurricular activities, projects, etc. Also, count towards the admission.
