If you want to give more preference to MBA, then you can do MBA from a regular University. M.Com is a general commerce degree, so you can do it from distance education. The value of M.Com through distance education is same as regular.
You should do MBA full time course and M.Com part time course.

MBA is good option after B.Com:
You have to first decide which stream you would like to have a job in.
You have done courses in both commerce and IT.
For either of them, you need to have the required conceptual knowledge.
If you are plan to be in the IT field, then probably you need to do some programming courses too like from NIIT or APTECH.
Make sure that you are well prepared for the tests and the interview round.

Well, I would say that both are very different.
1. CA is a professional degree which if accompanied with graduation and Masters offers value added services. Whereas I.A.S is civil services, and to sit for the same, graduation in any discipline is must.
2. CA offers jobs in both public and private sector while civil services are only offered at government level.
3. Canada, New Zealand, Australia are three top recruiters of accountants (you need to sit for a few exams) while there is no option of getting posted abroad as an I.A.S officer.
