Yes, you can do both M.Com and MBA degree together only if you will do one degree from regular university and another degree from distance university. You cannot do both the degrees together on a regular basis. Also, you cannot do two degrees together from one university at a time. Yes, but you can do two degrees together in distance education.
If you want to give more preference to MBA, then you can do MBA from a regular University. M.Com is a general commerce degree, so you can do it from distance education. The value of M.Com through distance education is same as regular.
You should do MBA full time course and M.Com part time course. You have to get admission in IGNOU in M.Com and go for CAT/MAT/XAT entrance test for MBA.

Well, I would say that both are very different.
1. CA is a professional degree which if accompanied with graduation and Masters offers value added services. Whereas I.A.S is civil services, and to sit for the same, graduation in any discipline is must.
2. CA offers jobs in both public and private sector while civil services are only offered at government level.
3. Canada, New Zealand, Australia are three top recruiters of accountants (you need to sit for a few exams) while there is no option of getting posted abroad as an I.A.S officer.
So, you may take up a graduation of 3 years in relevant field of commerce, go for CA also side by side and then further you may take up civil service (age limit is 21-30 years). Make sure once you are done with the article ship, then you go for writing the exam.
There are companies in India hiring large number of CA professionals. To name a few, I can suggest you with Ernst & Young, HSBC Bank, ICICI Prudential, Om Kotak Mahindra, Birla Sun-Life, Tata AIF Life, Reliance, HDFC Standard Life, Max New York Life, Banks like SBI, HSBC, Bureau of Public Enterprises, government financial institutions and stock exchanges, universities, etc
While IAS joins the state administration at the divisional level, as a sub-magistrate, and looks after law and order, general administration and development work in the area under his charge.
