You cannot study in two countries simultaneously. You can do your B.Com abroad through online or distance and do your CA here. Check here for college list

Yes, a PCM student can do CA. But at least you should pass class 12th class in any stream

If you fail in any one subject, then your result is fail. With fail as result you can not apply anywhere. You can apply to BBA only after your result is pass.
