There are multiple colleges available in Delhi and if you are eligible you can take admission in any of them. However only a few out of them are good to give a shot for 3 years. I suggest you can visit - Delhi University. However going outside Delhi can get you multiple benefits like exposure and scholarships. Suggested universities -

You want to get into IT sector but your degrees doesn't really co-relate with it. However you can proceed for MBA(IT) as it will give you more opportunities than M.Com to get into your desired sector. Also you should consider some best B-Schools to pursue your management. Seems that you are interested in Pharmacy. Yes definitely you can go for pharmacy after B.Com and make your career in that if you studied sciences in your intermediate.
