When I have the entrance, people only who got above 100 got aeronautical. However you might get aeronautical in the last counselling round or may be in the second year. But I would advice not to take the risk of getting it in the 2nd year.

No. After doing aeronautical engineering you will be responsible for the design, building and science of aircraft. As far as commercial pilot training is concerned there are institutes authorised by DGCA to impart this training. You can get an idea by going through this link:
