You have selected almost entire English speaking world except Australia! However for computers there is nothing better than our own IIT Kanpur. I would advise you to approach an agency sending students abroad who will better advise you about colleges where you will have greater Chances of success.

There are no separate exams for MS in Aeronautical engineering abroad. It's same irrespective of branch. Of course as you intend to change your branch, you may be quizzed more intensely perhaps.

Jobs for Aeronautical engineering students after passing out in core competencies are very very limited. So, I would advise you to take up CSE or mechanical if that choice is available.

I think that you may not get admission on the basis of IPE score. Once this score was used but now days almost all states have their own CET or base Admission on JEE Mains. Hence you will have to appear for either JEE Mains or CET of your state.

Universities abroad are quite liberal in allowing students to choose their subjects after fulfilling certain conditions. But then it also depends on how brilliant your academic record. However as you want to change branch, it's better if you contact prospective institution beforehand.
