In India, or perhaps in the whole world also IIT-Mumbai or IISc-Bangalore are the top two in aeronautical engineering.

Best would be perhaps in USA where research in this field and employment are in great numbers. But for the sake of learning, IIT-Mumbai or IISc-Bangalore are the best.

You seem to have a good CGPA. MS depends on academics. If you do well now onwards, it may perhaps be overlooked.

Candidate should have passed Higher & Senior Secondary level (10th & 12th).
Candidate should have secured 60% in Physics, Chemistry & Mathematics at Senior Secondary level.
Engineering is next to impossible without maths, and most engineering courses need mathematics as a primary subject, at least in the initial years.

You have to seek admission after you complete 12th or appearing for 12th. You can seek admission in the session beginning in 2018.
