Of course you can get a job. No problem. ICAR does not affiliates Universities it just ranks agri universities as per their criteria (which is ofcourse a drawback of ICAR). So any UGC affiliated university can start B.Sc. (http://B.Sc) agri programmes without asking ICAR. But ICAR accredited universities are always better for agriculture
