Hello Siva,
Yes, you can. For that, you can enroll for TNEA counseling under Anna University which has many affiliated colleges. Else, you can apply separately for the private colleges which accept board exam marks for admissions.

No, since there are about 65000 MBBS seats including government and private both. So, chances are very less.

No, you won't get seat in SVUCE as your rank is not enough to get seat in SVUCE. Because it is chosen mostly by the top rankers, so you won't a get seat.
