I got 9.94 in Andhra Pradesh board out of 10 can I get CSE in sastra iam general category.

You even need to appear for JEE Mains and get a minimum of 90 percentile in order to get CSE in Sastra. Then you can easily get admission.

I got 10 out of 10 in Andhra Pradesh board and I got 87 percentile in JEE can I get CSE in sastra iam of category.

Andhra Pradesh EAMCET is restricted to Andhra Pradesh colleges in order to get admission in TS colleges you need to appear for TS EAMCET.

Yes, You can get ECE branch with 78 percentile in Sastra. You may not get IT in round 1, but there are chances for you to get it in round 2 or 3.
