Your MAT score is good but SKCET accepts only TANCET scores. You may apply for management exam separately in SKCET. Then, you will be eligible.

As per my knowledge, the cut-off is 191 to 195 for Information technology (2018) in Sri Krishna College of Engineering and Technology. 197-198 will be on safe zone.

Yes, you can appear for both of the exams. They are named after a state, because they are conducted for seat allocation in that only.
