You won't get a student visa out of the blue. You must apply to a college and the college must accept you first. Decide what to study and check the admission requirements on university websites and prepare accordingly. Your husband won't get the student visa but a spouse visa.

Scholarships are given on basis of merit and not on IELTS score alone. By merit it will mean your academic grades, SOP, overall profile etc. For IELTS score requirement please check Monash University website and visit the respective department page. Hope it helped.

Check admission requirements on university websites, different universities have different requirements. Take your IELTS, an overall score of 6.5 is recommended.

Its a very basic knowledge, you can't do any Masters degree without completing a Bachelor's degree.
