That would depend on which course you are interested in. Both are good options but bachelors would be a costly as it would be for about 4 years.

These are too many. Would suggest him to take up a masters program in India, do well and then probably try for a second masters from Australia.

You would require to write an exam and register as an eligible practitioner. Once that is taken care you, you can apply for a master's program.

Subclass 476 is for fresh Engineering Graduates who have completed their degree program in the last two years from either of the recognized institutes. It is limited to the following universities for India -
Anna University—Chennai
Baranas Hindu University—Varanasi
Indian Institute of Science—Bangalore
Indian Institute of Technology, Kharagpur
Indian School of Mines—Dhanbad
also, you need to be below 31 years of age when you apply. The visa essentially allows you to be in Australia for 18 months to travel, work or pursue education.
