With 67% in 12th, the candidate will have to secure around 155-165/200 marks in NATA 2019 exam to get admission in School of Architecture and Planning, Anna University for B.Arch.
Minimum required for taking up architecture is - Passed 10+2 scheme of examination with 50% marks in Physics, Chemistry and Mathematics and also 50% marks in aggregate at 10+2 level examination (those appearing the 10+2 exam with PCM subjects in the current year may also provisionally appear in the exam, however, their result in NATA-2019 will be declared valid subject to fulfilling the above criteria).

By failed candidates do you mean 12th fail or NATA exam first round fail? If 12th Fail - Yes the candidate can give NATA exam and in the mean while pass the failed exam with supplementary exam and get admission in Architecture course.
