Yes, university conduct CUSAT exam which provides you a good amount of money, but this is not based on your 10+2, if you qualify this exam, so you are eligible for scholarship.

If you are from general category, then you will not get admission in Delhi University's college. Because the cutoff for this course is above 89%.

I am from AP. We get a combined certificate of commerce for 50 marks of commerce & 50 marks for accounts then how can I apply?
