B.Com is a course which has overall knowledge but finance part is more. So following things can be expected out from a B.Com student:
A proper knowledge of accounting
A good knowledge of income tax and indirect taxes
Good knowledge about various financial services and products
Knowledge of accounting software like Tally ERP 9
Good communication skills
Knowledge of other domains also for example marketing and HR
knowledge about the current happenings in the market particularly in the finance and taxation field
Knowledge about various government policies and budget
Various other laws which are concerned with accounting and Taxes

Yes, you can. But do two UG programmes won't help you in your future courses and will show you as a person with lack of focus and planning.

Yes, you may. You will have to register with IMA and post making the payment for exams, you would have to book your exam dates with the prometric center.

In order to be eligible to give the exams, you would need 120 educational credits. If you have completed your B.Com from a NAAC A university/college, you will have 120 credits and you are eligible to take the exams. If it isn't NAAC A, then you will have 90 credits, in which case you'll have to pursue a Masters or Diploma to get additional 30 credits.
