I guess no. If you have failed in BBA, then you may change your college but it will affect your future badly. Also, the new college might not let you take admission. So, choose wisely.

Yes, you can but before that you must appear for CAT/IIFT exam with a high score like 9-9.9 to get a good IIM.

Each MBA specialization needs specific personality traits for excelling in the profession say if you are outspoken and like traveling, meeting people, take target pressure then Marketing could be a preference & is you are a peoples person wherein you like counseling people and act as an advisory & wants a desk top job bonded by rules & regulations then HRM will be exciting. In case you like finance & are good in Nos then you could also look at Finance as a specialization. So, do evaluate your inherent personality traits and then take a call.
