Yes, CAT is accepted almost in all colleges. Apart from this, you need to have more than 50% in graduation.

There is no doubt that IGNOU is much better than SOL. There are many reasons to choose IGNOU:
Best quality study material
It has assignment submission system which carry 30% weightage
It conducts term end exams twice in a year
Degree is accepted everywhere.
