Hi,
Yes, it is possible. Many Bachelor of commerce programmes have units of ACCA courses. You have to check university websites for programme details. Australia is a good option as the courses are affordable, however, living expense is on the higher side. The University of Melbourne and the University of Sydney are good options. You may also consider universities in Dubai and Singapore. Check this list:

LLB programme is only possible after graduation in any degree. If you want to pursue law, it is possible to do it after 12th as well that is via BALLB, B.Com LLB or BBA LLB and its duration is 5-years.

1. You may consider BBA in finance or international business because in that you need to give the presentation to the faculty or you can attend the seminar related to management, HR or marketing, finance.Through that, you can improve your spoken English and build up your confidence.
2.Also, you can start reading newspaper, articles and try to communicate with your friends and known people in English for practice.You can take classes from British Council for Business English communication while pursuing any professional degree.

That's why I would suggest you to choose a good college instead of whenever. Also, the good college you find needs to have a good infrastructure and a good & healthy environment.
As you are interested in colleges in Uttar Pradesh, there are a number of colleges there. You can make a list of colleges and evaluate the best one.
Moreover, if you don't want to do B.Com from a good college, take admission in private B.Com and start preparing for CAT to get into the best colleges for MBA.
