PGDM is an institute autonomous program which is approved by AICTE.
MBA is a program which is affiliated to a university.
Colleges which offer AICTE approved courses will also offer PGDM, not MBA. For example, XYZ College is affiliated to ABC University they offer MBA course affiliated to that University, the same college is offering AICTE approved course it means they are offering PGDM which is not linked to ABC University.
Typically, if any PGDM is to be equivalent to MBA then the course duration should be 2 years, a 1-year PGDM will not be equal to MBA course.
Even IIMs and XLRIs doesn't offer MBA degrees they only give PGP Diploma or P

As you are in 2nd year of B.Com and you are thinking of appearing in CAT than you must start the preparation. If you have good hands on basic maths (algebra, trigonometry, equations, coordinate geometry) than you can practice at home for logical and verbal. You can also join a coaching to sharpen your verbal skills. They do have a proper schedule and format of preparation. Along with coaching weekly tests will also assist you in your preparation. Even if you are not joining any coaching you must join a test series to evaluate your performance.

You are eligible to pursue MCA, M.Sc IT/CS and MBA. If you want technical career then you may opt for MCA or M.Sc else MBA. Based on your background and shared personal details MBA will be a better option for you.

For job opportunities (to get preference for interview and placement), no, but the learning from IGNOU is really good, you may apply those principles learned in the day to day business scenario and the same will improve your skills. However, if you are a fresher, there is little help you will get from it unless your employer wants that kind of certification.

MBA after B.Com is a good option because it has good job opportunities provided you do MBA from a top colleges. Otherwise B.Com+CS is also a good option.
