But B.com is a safer way. You may want to look for colleges that provide coaching for CA along with graduation. DU, BHU, Lovely Professional University are good places to do B.com but To my recent knowledge DU doesn't allows preparation along with B.com so you should cross check about it. Best of Luck !

CET is Common Entrance Test. Yes, there are certain colleges that conduct this test at the UG leve. For master's specially in management you have other entrances namely CAT / XAT / MAT etc.

Both the courses give you different field to work and scope of your career. If you go for BCA you will have more opportunities than B.Com as it will give you technical knowledge as well as candidature for most of the govt. sector jobs. However B.Com is a good course too if you are good at it you will fetch a job easily. Also effectiveness and career start also depends on the college you are studying. A few good college -
