PG Diploma in law is only possible when you have a UG degree and mostly Diploma courses are not available. Best visit the website of university and download brochure/prospectus of course.

UGC net is country one of the toughest examinations. Even after the best preparations, many candidates may not appear in the examination due to the eligibility factors. It may be anything as age limit, qualification, etc. Candidates appearing for UGC NET Exam must satisfy the following conditions related to age limit and educational qualification before the application. Age Criteria (for junior research fellowship)
Candidate's maximum age limit is 30 year however reserved categories are given 5 years' exemption according to UGC NET. JRFHolders of LLM degree is exempted from the upper limit for 3 years. Age Criteria

Dear Jayaprabha, If you had arrears and you have taken effort to clear it off and now don't have backs then surely you can study ME in a new college. If you haven't completed your BE arrears then you can't take Admissions into ME. Arrears from the past if cleared will not affect your Admissions to higher studies.

Very hard to get admission in good state government colleges at these marks. No chance in NIT, SPA, GFTI, etc. Better to go for private colleges.
