No u have start from the start from B.Sc. 1st year. Sc radiology is good course to become a good radiologist in hospitals such as AIIMS which have a rggod reputation.

No you can not continue u should have given the exams can pass the reappear but it is not possible till today after the new education policy u multiple exit and enter into the programme.

You can do Masters in psychology being a B.Tech CSE graduate. It's quite easier to switch now to Masters psychology. Get ready to do hardwork since you are not a psychology background student. Few colleges won't allow non psychology background students, check before and join accordingly!
