Yes, B.Tech is not compulsory for joining in army you can do any other degree either B.Sc. Or B.Com.

Please write about the college name for better response. However you can do the B.Tech Lateral after the B.Sc. PSM. Most of the colleges are offering the B.Tech lateral on the basis of Diploma or B.Sc. Degree. The few colleges are listed below.
1. Delhi Technological University
2. Thapar Institute of Technology, Patiala
3. College located in Maharashtra through DTE CAP round counselling
4. AMITY University
5. Manipal University.

Keeping the past UPSC's successful candidates profile in consideration. The success rate of Medical and Engineering streams candidates are higher than the other. While the Science and Humanities background candidates are coming later on. So if you are opting for B.Tech or Medical courses than your success rate can be the higher.

The eligibility criteria of B.Sc. Computer Science of SGGS College Chandigarh is given below.
Eligibility criteria : A student who has passed with minimum of 40% marks in aggregate in respective Science group (PCM/ PCB) in +2 examination of a recognized Board.
So Arts students with Mathematics are not eligible for this course.
