For doing B.Tech after Diploma in EXTC (ECE) you need to appear for an entrance test for lateral entry in the 2nd year B.Tech. And if you can do well in admission test - your 1st option should CSE/IT in the counselling session. In my opinion, you should opt for CSE as the 1st and IT as the 2nd option. B.Tech in CSE/IT is much better than B.Sc IT/BCA followed by MCA. You better think twice and take a decision accordingly.

Yes, definitely you can. A diploma holder can seek lateral admission directly in second year of engineering. But a word of caution. These days, almost all states have reserved seats only for the students who are domiciles of the state. Hence you need to apply to the dte of tech education of your state for admission.
