Yes, you can go for automobile companies after completing your degree in applied science. But for selecting in automobile companies you should have that much knowledge of automobile. Then you can easily enter in automobile companies.

Candidates with at least 50% marks in the in the senior secondary/ +2 or its equivalent with science stream are eligible for admission in Bachelor of science-Bachelor of education (integrated B.Sc+B.Ed).

Yes, you can apply for the UPSC exams in 2019, once you have graduated or even if you are awaiting results. The only condition is that you will have to submit proof of graduation once you have completed the course and will also have to submit detailed application form for UPSC (Main) examination.
