JEE is not requried for the admission to the BSc program at Elphinstone College, Mumbai. The basic eligibility criteria for the BSc programme is a 10+2 qualification with Mathematics as a subject. Yes, you can apply for BSc Economics and Statistics at Mount Carmel College (MCC) in Bangalore, even if you don't have mathematics in the commerce group. In IISER Tirupati there is around 183 seats intake in the previous year and constantly it remains unchanged each years. So first of all you need to clear your entrance exams and fulfilled all criteria so that you can occupy easily occupy your seats. As the number of students pass out increases than it becomes difficult for all students to be accomodate in it but for Bsc you will get seat if your rank is good.
