If you are very well versed with the engineering subject's topics and engineering maths, then go for GATE. Otherwise, if you have a command on English language and general reasoning, then surely go for CAT.

Both are totally different disciplines.
However, the engineering approach is same.
ECE is about electronics and how the different electrical components (Microprocessor, RAM, etc.) communicate with each other. It has more physics in it. There is a little programming involved but not much.
CSE deals with telling these components what to do and when to do it; by programming them. It has a lot of logic involved and maths too.
