Universities abroad are quite liberal in allowing students to choose their subjects after fulfilling certain conditions. But then it also depends on how brilliant your academic record. However as you want to change branch, it's better if you contact prospective institution beforehand.

If you will be shortlisted, they will call for counselling. Then, you have to write the aptitude test conducted by them in the college and have to attend the interview. Based on your performance in test and interview, they will select the candidates.
