Not a single institute of engineering is giving 100% surety for placements. Not even IITs are giving surety for 100% placements. Placement is up to your skills and excellence.

UIET (University Institute of Engineering & Technology of Panjab University) is good for pursuing B.Tech. Placements, faculty, infrastructure, sports all are good.

I would advise you to go for good BCA college rather than an average B.Tech in CS. This is so since placements, understanding subjects, alumni, etc. count a lot in future.
