You can apply but not on the basis of JEE Mains score. A score of 20 is not acceptable. Minimum acceptable score for ST category students is 27. Apply to the colleges which are having their own entrance exams.

Mathematics is everywhere bro as it is the mother of all sciences. You will have to be strong in it if you want to compete in this competitive world. However in CSE, loaded mathematics is not there but if you are wishing to become an engineer, it is must for you to have good hands in maths.
