I don't think there is any for your rank. I mean that JEE Mains rank. Besides, there isn't any govt. college in Delhi except for DTU, NIT and IIIT. None will offer you admission on the basis of your rank.

Here are some suggestions:
JECRC (Jaipur)
JIIT (Noida)
LNMIIT (Jaipur) .
But I don't know about their last date for form submission and one more thing, all of them are private colleges. Also, consider BML Munjal University, Gurgaon. It's new and showing great potential.

The cut-off marks for OBC category is 49. So, you have just passed the exam and you are also qualified to take JEE Advanced. With this score, you have really low chances to get admission into any NIT, IIIT or GFTI.
So, it is better if you try for other colleges that accept both JEE Mains scores and

Sorry to say, there is no chance for you to get any govt. college. I hope you might have taken some other exams too. If yes then you should be dependent on that exam because that exam can only give you a good college and prepare hard for the same.
You can also try for good private colleges.

It depends on the college in which you wish to apply. Many engineering colleges take students on the basis of JEE exam. If you want to be in a good engineering college then your JEE score must be above 160.
