Who tells so? Engineering colleges in private sectors are allowed to operate only after due scrutiny. You have to only screen if such colleges have good faculties, library and laboratories. Take a chance to visit a few before you finally opt for one.

Write GATE. sometimes if you are lucky enough (plus a good score) they have recruitment programmes and you can apply through gate score. or else get into some defence/DoS funded institutes through gate score. but buddy you will require hell of a score. :D
best of luck

Shivam, chances are that you can get some govt.college. But better would be if you yourself apply in some good private university, where you will easily get admission on basis of your JEE marks. Chances are you also can get some scholarship.

Anshul, you can join 2nd year of aeronautical engineering, as syllabus for 1st year of all the branches is same only.
For admission some colleges/ universities accept candidates through lateral entry scheme. You have to appear for Lateral Entry Engineering Test (LEET). You must have min.of 60% marks
