Depends on the institute in which you will study.there is no standard fees. For IIIT Allahabad, the fees is around 50k including the hostel fees per semester.

As per my knowledge the mist of the University in Europe asked for some English proficiency test like TOEFL and USA or other part of the word they asked for GRE score cards to get admission in any master course.
