Criteria of admission changes every year and one can not be certain about the criteria in the future. However one thing that has been consistent is that if you have less than 80% in graduation, you are severely disadvantaged, but with good CAT score you can still make it. I would suggest you should

generally ph.d can be pursue after masters.according to me do ur m.tech first then try for ph.d. all d best.

You have affiliated and deemed colleges that you can apply for B.Tech with passing an entrance examination conducted by them. For affiliated colleges you need to qualify the entrance exam that will kept by government of that state and for deemed colleges you need to crack the entrance test conducted
