As you have Delhi domicile state, I think you have good chances but for confirmation check previous year Delhi counselling cutoff.

Yes, there is extra charges apart from tution fee for the BTech Electronics Engineering course.

You should start your preparation as early as possible, at least 6 to 8 months before the final exam date so that you have a good amount of time in hand to cover the maximum exam syllabus portion, especially the one with the highest marks weightage, practice previous year's question papers, attempt online mock tests, and do a revision at the end.
