Admission to UG courses (B.E. / B.Tech) at Velammal Engineering College is through the TNEA counseling process, based on 12th-grade marks. For PG courses (M.E. / M.Tech), admission is typically through the TANCET (Tamil Nadu Common Entrance Test) or GATE. For both UG and PG programs, candidates must meet the basic academic qualifications:

This makes your percentile extremely low. As CSE is a branch of pretty high demand, it is difficult for you to get it even in the tier-3 colleges. However you can get a seat if you go for any other branch like civil / mechanical.
You can only get admission in private colleges like galgotia, Amity, Sharda.

Requirement as such is not entertained based on the scholarships available for distance undergraduate programmes under Acharya Nagarjuna University Centre for Distance Education (ANUCDE). Generally, students would have to search for external scholarships offered by the government or private organizations, usually based on merit, need or community. Some of these scholarships may even be valid for distance education students at state and national levels. Candidates should have completed their 10+2 with at least 50% aggregate marks for entering the B.Sc. (Hons.) Psychology course at Banaras Hindu University (BHU) through CUET UG. The subjects specified in the CUET UG are Biology, along with other general or specific Science subjects, depending on the actual criteria for that particular academic year.

Almost every university, college, or other educational institution would usually has a section relating to admissions, where you can usually find contacts of counsellors.
