Library and Information Science course - Bachelors and Masters, you could also consider in Bachelor /Masters in education or even a Diploma and a certificate course in library Science.

I can talk about engineering colleges. CET is the common entrance exam to be taken to be eligible for Karnakata Engineering Colleges. This is for Karnataka students. However, outside of Karnataka students, write COMEDK exam to get admissions. There are specific deemed universities that conduct College/UNIVERSITY specific exam.

You can check for the updates based on the ranking for any particular given year. When you talk about a good college, I would recommend you to also include factors such as what course you want to do, if your emphasis is excellent job offer immediately or go for higher studies, scholarships and student finance support etc. Based on all these and priority of factors, decide which college out of the available lot.

It is all about your interest. But, it is better, you should choose BCA MCA from PES University rather than doing B.Tech from an average colleges.
B.Tech will be better, only if you got good government colleges, otherwise you'll only spend without any good reward.
Your average placement will be around INR 3 lacs with any average colleges, and you have to spend around INR 5 lacs, but if you opt for BCA MCA, then within 5 year you'll get your Master's degree with INR 4 lacs average placement and your spend will around INR 3 lacs.
