It would be possible only if there is a tie-up between your institute and the target college (College of Horticulture, Munirabad). Moreover, transfer may only be permitted after you have completed a particular number of semesters in your course. You should contact the admissions department for information regarding transfers to another college.

Hi Zaid, you have to see what are you comparing your options with. If you have an option of doing your MS from one of the top universities in UK you can give a shot at it. But then also you must see where you want to settle eventually and decide.
