To be honest, the word Best is very subjective. It all depends from person to person. There are various factors that will go into making an institute the Best for you. Academics is clearly a priority, but there are also other aspects such as facilities for research, affordability, placement opportunities, and so on. As per my knowledge, Top BCA Colleges in India are:-
Christ University. Symbiosis Institute of Computer Studies and Research. Loyola College. Kristu Jayanti College. SJC Bangalore - St. Joseph's College. Amity University, Noida. Women's Christian College. Stella Maris College.

That totally depends on what you wanna do after graduation. I mean if you want to work for a company as a developer then you should opt for BCA but if you want to be a professor then B.Sc. Is a good option for you. It doesn't mean that you cannot work for any company after B.Sc. But you have to work harder than others. The reason why I am telling you is that in B.Sc. The focus is on theoretical knowledge rather than BCA where you will learn about applications. BCA has more scope as compare to B.Sc.
